Under the Building Act, insulating exterior walls of an existing house generally requires Building Consent as there are many areas where this can have adverse effects on buildings, such as incorrect installation leading to moisture being trapped in wall cavities, causing decay.
The Wairoa District Council building team acknowledges it is a prime opportunity for homeowners to insulate the exterior walls while the wall linings have been removed.
